SCS SB 1081 -- WASTEWATER TREATMENT SPONSOR: Clemens (Bivins) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Energy and the Environment by a vote of 8 to 0. This substitute allows the Department of Natural Resources to require a bond as a condition of issuing permits for facilities that use innovative technologies for wastewater treatment. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill will encourage environmental innovation and allow bond requirements for untested designs to protect taxpayers' funds. Testifying for the bill were Senator Clemens; and Department of Natural Resources. OPPONENTS: There was no opposition voiced to the committee.
